A limousine involved in an accident that killed 20 people in NY state failed an inspection last month and the driver didn't have a chauffeur's license, New York's governor said Monday.

Twenty people were killed in rural upstate New York when a limousine collided with another vehicle, New York State Police said on Sunday.

The vehicle was reportedly owned by Prestige Limousine and Cuomo said the Excursion's driver didn't have a commercial driver's license with a passenger endorsement.

State police confirmed the death toll and said the crash involved two vehicles.

He added, "It's not supposed to be on the road".

Police said the 2001 Ford Excursion failed to stop at an intersection and continued into a parking lot, ultimately crashing into a parked vehicle.

Vehicles that cross state or country lines are required to be inspected every six months by the state Department of Transportation.

Police said that just before 2 p.m. Saturday, they received reports of an accident involving two vehicles in Schoharie, New York, about 30 miles west of Albany.

Federal transportation records say Prestige Limousine was owned by Shahed Hussain and was based at a motel in the area of Gansevoort.

Saturday's accident was the deadliest United States transport crash in almost a decade, according to federal authorities. Relatives said the limousine was carrying the sisters and their friends to a 30th birthday celebration for the youngest. "We do need to learn from this", Sumwalt said. All of Ms. Steenburg's sisters, and Mr. Steenburg's brother, Rich, also died in the accident.
