Authorities say the incident unfolded as sheriff's deputies were trying to serve a warrant in the town of Florence.
Lott's department also does not usually request the State Law Enforcement Division to investigate such shootings.

Five South Carolina law enforcement officers were shot Wednesday in Florence County and one officer has died, while the suspect is in custody, authorities said. Hopkins also was a lawyer, admitted to the SC bar in 1980, but was later disbarred.
When deputies arrived, the "gunfire started", he said.
The seven officers who were wounded could not get away, he said. There is an active shooter incident in progress at this time.
Officials did not identify the wounded officers or describe their conditions.
Those injured in the shooting were believed to include three county deputies and two city officers. A female officer was among those who were shot. The sheriff and police chief both cried as they spoke to reporters just hours after the shooting. Hopkins reportedly fell at the scene.
The TV station also cited Kirby as saying a 20-year-old man who was shot inside a house was still alive.
One officer was killed and six others injured Wednesday in an upscale Florence neighborhood. Another law enforcement official said an armored rescue vehicle was used in the operation.
Florence County Coroner Keith von Lutcken said the dead officer was a member of the city's police department. He asks the public to "pray for their recovery, pray for their families and pray for all of Florence".
